This project, a "Big Rock" activity within the national reform plan on culture, is one of the priority priorities for the reform committee. The aim is to identify, recognize, and reward individuals and organizations that produce creative media or programs promoting morality that positively impact society and benefit the wider community. The goal is to disseminate and expand the reach of creative media on morality in various forms, enabling people of all ages to understand, appreciate, and be inspired to do good deeds in various areas. The award recognizes nine categories of creative media. The media must have been produced and disseminated through various media channels between 2019 and 2020 (January 2019 – December 2020), and possess content, scripts, and stories that reflect various moral values, stimulating moral awareness among different audience groups according to the media's context. That which is not against morality or ethics, does not incite or sedition, or violates the rights of others, and is not directly related to politics.

As for Dr.Thanakorn Srisukhsai, Manager of the Safe and Creative Media Development Fund. It was stated that the Media Development Fund plays a role in supporting and stimulating "safe and creative media," including the creation of various media innovations to break down traditional content production frameworks, increase alternative content options for accessing useful information, and present essential information in the dimensions that people desire for comprehensive and multifaceted storytelling. This also aims to drive beneficial issues towards social participation, while building a knowledge base in various fields to support the creation of safe and creative media. build "Participation" This involves the government sector, private sector, the public, and non-governmental organizations, by creating a coordination model to achieve efficiency and sustainability. build "Media literacy" and "media monitoring" Stakeholders involved in promoting media literacy in Thailand should collaborate, network, and pool resources to prepare for integrating media literacy into the education system. This includes providing information and other resources to support media literacy promotion, supporting research to develop in-depth knowledge of Thai media and communication behavior, and developing indicators of media literacy levels. A funding source should be established to create a "media literate" society primarily for children, youth, and families. Furthermore, a role in media monitoring should be played, emphasizing collaborative scrutiny, creating databases, developing innovations, working on specific issues with diverse target groups, building informed citizens, fostering strong networks, and mobilizing through public communication. The Safe and Creative Media Development Fund, the Center for Moral Development (under the supervision of the Minister of Culture), and other relevant media production agencies should play a role in supporting the production and creation of media content that promotes and raises ethical awareness, disseminating it to people of all ages so they can choose to consume positive media.
